Phase Transition Flow

Known Limitations
- Online multiplayer: Not yet implemented for async draft coordination
- Pass-and-play: Should work but untested
- Charter/crew games: Not yet in charter config types
- AI execution: AI players need to be wired to call draft pick functions
- TEI rating: Decision pending on whether drafted games count toward rating
Testing Checklist
- Start local game with drafting enabled (checkbox visible in setup)
- Verify draft phase UI shows correctly
- Click tiles to pick from pack (should work now!)
- Verify turn indicator updates after each pick
- Verify phase transitions to ‘playing’ after picks complete
- Verify hands are filled correctly after draft
- Verify remaining tiles go to uncharted
- Test with AI opponents (after AI wiring)
- Test with different player counts (2p, 3p, 4p)
- Verify pack size calculation for various scenarios

Module Epsilon (Tactical Requisition / Drafting) is now functionally complete for human players in local games!
